I think it could be a good experiment for ninth grade, especially if you plan to use what you have learned in high school physics. If you are not sure this would be appropriate for your science level, you can run it by your science teacher, too.

Here's an experiment about measuring the speed of light on the sciencebuddies website. You can read it over and figure out if it's too easy for your grade level. You can also modify this project if you have more advanced ideas.

I think the appropriateness of the project depends on what you're doing the project for. Is it for a class or a science fair? In general, I think the difficulty and concepts discussed would be appropriate for 9th grade.
