I’m stuck figuring out how to make a hypothesis for the project measuring how much time tidal zones spend out of water during a tide cycle. Please help. What would the dependent and independent variables be?

Your independent variable is the one you are "changing" in the experiment. In this case, that would be the tide zone - "high" vs "low" tide.
Your dependent variable is the one you are "measuring" based on the independent variable. Here, that would be how long each section spends out of (or in) water. (You do have to do some calculations to get there, but that's what you are finding in the end.)
