It sounds like you have a good start on what you would like your science project topic to cover. Understanding what tires will work best is very important in the real world!
I think you will need some additional information to make this experiment a success. First, what do you mean by work best? Is it the tire with the most traction in your conditions or the tire with the lowest rolling resistance? These questions will hopefully lead to what factors the experiment is trying to control. Once we know what factors we are trying to control, we can then develop a procedure for testing.
Given that your initial question included wet/dry and flat/rough terrain, you may need to build a lego cart that has removable wheels. This will allow for different tires to be tested on the same vehicle. This will help keep the results consistent. Now you need to develop a way to measure the performance of the tires on the terrain. You might be able to test on a slope and see which slides sideways first. Ideally, you would be able to measure the slope(Angle) at which the tires first start to slide for each of the test conditions(which tire on which terrain). This will provide you with the test data for you to analyze and to write a report based on your results.

tanks for answering so quick! what i'm planning on doing is building a lego (motorized) rc car. i have the supplies but i'm not to sure how to conduct my experiment. "work best" was not a very good way of putting it, what i was trying to say is how well my car will perform (AKA, speed, handling, traction).

thank you for this info, but do you know how i should conduct my experiment, such as how to calculate speed, grip, handling and traction? i think i know how to do speed, but i could use some ideas.
