Pressure Vessel question.

Hello,
I have a small engine I would like to rebuild. It's a single cylinder air cooler engine originally designed for a pump. The engine is seized, replacing the engine would greatly reduce the value. So we tried penetrating oil to no avail.
I had an idea but am not sure about the science behind the process. If we could find a pressure vessel big enough to place the engine inside, fill the vessel with penetrating oil and pressurize it, would that force the oil into places that normally wouldn't be reached?
