Computer Ultra Air Cooler?

Hello everyone, i have a rectangular aluminum tube and a fan, i want to mount this inside my computer, but is there a way to maximize the lowest temperature one can get out of it, and how can it be done?

In that case, a different set of online forums will be able to help you. If this question is, in fact, related to a K-12 science project, then you will want to formulate a hypothesis for where you think the fan will make the most difference.
