Nuclear chain reaction and slow-speed neutrons

I want to know why the nuclear chain reaction happens well in slow-speed neutrons.

When uranium-235 is used as a nuclear fuel, the fission cross-sectional area of uranium is said to be larger as the energy of the colliding neutron decreases.
Then why does the lower the energy, the bigger it gets?
