It sounds like you did everything right. However, I would not wait until it is completely cool. You want to move the containers to a place where they won’t be disturbed and add the string before they are cool. If the sugar solution is saturated, then it should not be able to dissolve the seed sugar if it is partially cooled. Do you remember if the solution was completely clear after you set up the jars? Could you see any particulates in the sugar solution? If you can see any particles, then you might want to switch to a different bag of sugar.
