I need some help with these topic..what is its advantage over a ordinary tester? and its applications?

Hello and welcome to the forums!
The application of this project is:
a super-sensitive charge detector to investigate the positive and negative electric fields created by static electricity.
This is a simple electronic electroscope. You can purchase one for $50, but this project is about building one. Since you posted this in the 9-12 grade forum, I should probably point out that just building an electrocope is a project is more appropriate for a younger grade level.
An electroscope would be helpful for investigating static electricity. An interesting set of projects might include ways to reduce static electricity buildup. Coatings for various materials might be useful around the home so that we don't suffer unpleasant shocks, and in industry to reduce static discharge. In the semiconductor industry static discharge can cause serious damage to chips. One might investigate why various materials are more prone to producing static charges and how to reduce them.
