I was wondering if Soil Scientists study the effect of Manganese in soil?

Yes, it does seem like they can and do! One important aspect of soil science is actually the research of soil systems to further the knowledge of soil, so studying the effect of Manganese on soil definitely seems like the job of a typical soil scientist.
