In general, I would say that it depends on what conclusions you can draw from the data. Can you tell us more about the project? Has the student finished the background research? Can you identify similar experiments and what scientists have learned from them?

I'd say any discovery that leads to a better understanding of the world around us is a contribution to science. Science is all about figuring out why things are the way they are. Finding out which surface of a Popsicle melts faster may not seem like an important discovery, but it can serve as evidence for scientists researching a bigger idea. Maybe, with the data from melting a Popsicle, they can predict how glaciers will melt due to global warming, so they can be better prepared for that event if it happens.
