Can the sun be out while during a storm?

What is the hypothesis you are trying to test? These forums are specifically for K-12 students, parents, and teachers working on science fair projects. If you question is not related to a science fair project, then a different set of online forums would be better able to help you.
That said, I'm not sure I entirely understand your question. If the storm happens during the day time, then clouds might block the Sun so you cannot see it. But, the Sun would still be there. If you were to fly above the storm clouds you would see the Sun shining as brightly as ever.
