"Shaking for Suds" Experiment

Hello!
I just completed the "Shaking for Suds" experiment and have a question regarding the height measurement for the bubbles. In the instructions it states that the height of the bubbles should be recorded as the measurement from the initial water line on the jar to the top of the bubbles at the center of the jar. However, in my experiment, there were always bubbles below the initial water line. Should I simply record my measurement as the total height (at the center of the jar) of the bubbles without taking into account the initial water line? The measurement of the bubbles below the initial water line to the initial water line was virtually the same each time the experiment was conducted.
