Do white rooves & cars reflect heat like polar ice does?

We know that polar ice reflects heat back into space, mitigating global warming.
Questions:
1. Is color the only relevant property of ice with respect to this process or are other properties involved?
2. If we had more white rooves and cars would that surface area also reflect heat from the sun back into space?
3. Does the amount of heat reflected depend on latitude or only on the angle of the surface with respect to the sun throughout the solar day?
