Can Fault Lines Create Tectonic Plates?

There has been several earthquakes in the SE region of the United States and the closet tectonic plate edge would be the Caribbean Plate, south of Florida. I'm aware that there are fault lines in the lithosphere and they don't destroy the lithosphere, but can a fault line create a tectonic plate?
My extent of science experiments is limited to 12th science, so excuse me if this is a dumb question.
