Minimizing Bacteria In thawing of beef

Hello, my science fair project is Minimizing bacteria in thawing of beef and to do this, I will be testing four different methods, thawing at room temp, in the fridge, in a microwave, and in a water bath. To but the beef on agar plates after thawing, i must puree it and dillute it, ( serial dillution) I am wondering what dillution would be best, the project is on science buddies so if I failed to explain it well, the procedure can be found on here.
