my projectectis about cloud seeding. i was thinking of a machine that would go in between the clouds and produce cooling efect hence condensing the clouds using cryocoolers. is this possible?

Significant cooling of clouds or the air between them would require quite a lot of energy due to the large volumes of air and water involved. Your suggestion is probably not feasible.
