Science Buddies: "Ask an Expert"

How would I calculate the rate at which water fills into a cup? For instance, I hold a cup's rim 1 inch under water in a bath tub and the water flows in the top. How would I calculate that rate in which the water is flowing in?

Also, say the water wasn't still (aka say the same situation took place in the ocean), would that affect my calculation?
