What tool do I use to measure the strength of types of paper when wet?
What an interesting question! I'm sure there is such a gadget available but it would be ridiculously expensive. You need to build something yourself to do this test.
What you will need is called a fish scale. It measures the weight of an object in pounds and kilograms by attaching the object so that it pulls down on a cable inside the scale. the pull is read on a dial on the scale, or some of them have a digital read-out:

The problem with measuring pull on paper is that it will rip if you just hook the scale in one small spot. You need to spread the pull out over 3 or 4 inches, which means you need some kind of clamp that you can use to hold the paper. You need two of these because the paper needs to be held securely on one side while you pull on the other.
I have some large plastic clips for holding potato chip bags closed that would be wide enough to hold the paper, but their grip is not strong enough and the paper would just pull out. If you could figure out a way to clamp the jaws together tightly on the paper using bolts or small metal clamps, you might succeed.
