Hi!
Well, the definition of atmospheric circulation is the transfer of energy which generates weather patterns, ocean currents, and spreads pollutions. Some of the transferred energy is concentrated in the tropics areas and redistributed from here to the poles. Some of the regions you listed (near the equator and at the poles) cause pressure differences, which will then cause air to flow. Low atmospheric pressure is present in warmer areas, higher in colder. So, the areas you listed that are in the poles are getting more energy, increasing pressure, and becoming colder as a result of atmospheric circulation. Whereas the areas in the tropics are losing their energy, lowering their pressure, and warming. For example, in the region of Peru, an equatorial area, there are warm and wet conditions because of the warm air rising and low pressure generating.
