Hello my science fair complies with the ISEF rules. So there are some forms you need to fill out based on your experiment. Since my question is the effect of U.V. light on E-Coli bacteria, there needs to be a qualified scientist and risk assessment form. Would a doctor be an acceptable qualified scientist for the qualified scientist form? If not who could fill out these forms? Thank you

A physician is not a scientist. To understand and fill out the paperwork accurately, you should try to find a person with a PhD degree in biology, biochemistry, or molecular biology. A PhD scientist who does research and publishes in peer-reviewed journals is the type of person you are looking for to review your project proposal. If there is a college or university in your area, check their website for a list of the faculty and try to find someone who would have some experience in the area of your project. Call them and ask them if they could help you.
Let me know if you have any more questions.
