Mesozoic Extinction

During the Deccan eruptions roughly 66.25 million years ago, basalt from the mantle was erupted onto the continental surface.
My questions:
-Is this statement true?
-What is the continental surface?
-What does this show us? (eg. is the basalt still able to be found at the continental surface and used as evidence of this event?)
Sorry for the silly questions, very new to this topic.
