Hi,
What sort of problems are you having? The more detail you give, the more we will be able to help.

I recommend starting with a PVC pipe coil form that does NOT have any secondary windings so there are no high voltage safety issues while you work on getting the Neef vibrator to work. If you have already wound the secondary, get another piece of PVC pipe to use while you check out the Neef vibrator and experiment with it to get it working!

I just re-read the project description and there are some ERRORS!

Are you using insulated wire for your primary winding?
The material list calls for 36 inches of bare AWG 12 copper wire. This is WRONG! You want insulated wire so the windings don't short out on the bolt!
Did you orient the vibrator switch opposite of the diagram?
The bolt and primary winding are supposed to act as an electromagnet and attract the switch. The Normally closed contacts should be connected and be away from the bolt head!

What material did you use for the bolt?
Hard steel (bolts with hardness markings), stainless steel, and brass will not work! You need a soft or mild steel.

Will the bolt attract a steel nail or another bolt when the current is flowing?
If not, check your battery, the bolt material, and any shorts in the insulation of the primary winding to the bolt. A DVM is helpful.

Have you checked your circuit connections to the reversing switch and capacitor?

Are you using the recommended high current switching relay?
If not, some relays will require the bolt to physically move in order to open the contacts.[/b]

Have you tried Craig's suggestions? If so, please respond back in detail with what you have done. "It doesn't work" and "it doesn't vibrate" do not have a lot of information in them. The more details you provide, the better someone can help. You should probably expect to write several paragraphs explaining exactly what your setup looks like if you want specific help.
