My project idea is Which insulation works best..i'm not sure what materials to use..and i am on a low budget

Do you mean electrical insulation or thermal (heat/cold) insulation?

How are you going to measure whether the insulation works or not?

What, exactly, do you mean by "best"?

Once you've got these questions answered, the materials that you use probably don't matter much. Testing with normal materials you can find around the house often gives interesting results--particularly for a science fair project. It gives you a chance to learn more about the world right around you.
