Building a robot

Please help my son wants to build a robot for his science fair project can not find how to start have looked multiple places. Nothing major he is in fourth grade. Thank you.

Science Fair Projects that "build something" tend not to be ones that have a lot of scientific merit. Just building a kit doesn't even have any significant "engineering merit" and if you don't utilize what you built in some scientific way, it has NO scientific merit because it doesn't utilize any scientific methods. Take a look at "The Scientific Method" explaination off the Science Fair Project Guide page.
Building kits can be a lot of fun and you can learn a lot in the process, but it usually isn't science. At fourth grade, some of the best science fair projects are ones that take a lot of time coming up with something (a hypothesis) to test that doesn't take a lot of money or time to do, but takes a lot of thinking about how to do it in a scientifically valid way. In other words, spend your time researching and refining your hypothesis so that it is testable (measurable) that can be done quickly and repeatably.
