So there seems to be some old evidence that supports the idea that electric currents can increase the rate of germination, though I am suspicious of the age of the references I have found. Normally I would find many more recent citations. This sounds like an interesting question to pursue.

This looks like an interesting field to investigate because, although there is some evidence that it works from work spanning several hundred years, it still does not look like it is well accepted in the western world. I don’t know what to believe.
