I have to build a scale model of a car that can go 26" in about 1 second, it must be powered by a propeller and a rubber band. Some ideas please

I would suggest first thinking about what variables you are trying to maximize and minimize in terms of meeting your distance requirement. For instance, you might want to look into aerodynamic designs that have a sharper tip in order to allow the car to encounter less friction. In addition, there are many kits that you can buy which give you a headstart on the materials on how to build such types of model cars, such as the following website-
