Science Buddies: "Ask an Expert"

Hello, I was wondering I can get assistance in understanding the whole idea of the ISEF science fair. I have a couple of questions, first what does the idea of a mentor mean? Does it mean a person who can help out and actually do the experiments for us? Or just a person that can help out in case we a stuck? Also, how would I get a laboratory to test my results and create a theory and so forth? Would I have to consult my school and local collges to use their laboratory? And are there any general things I should know about to join the ISEF?

As for ISEF, I don't personally know a lot about it, but I suspect you can find everything you are looking for on their website, here: http://www.societyforscience.org/isef/ .
