A need for data?

Hello Science Buddies staff,
Although I am preparing to compete in the regional science fair in my state, I hope to use this same topic to enter in the more advanced science competitions, such as Intel STS, Intel ISEF, and Siemens. I have an idea, but in order to execute it, I would need a piece of equipment that is not available in the lab I am working at.
My question is this: If you can present your idea in a convincing manner, is data necessary? I know that it is extremely beneficial to back up claims, but for the regional-level science fairs, will I not make the cut without it?
When I continue my work for Intel/Siemens, I will definitely look into finding another lab in my area that does have the equipment, but I know that there are some regional science fair winners that did have inconclusive/minimal data...
Will the judges understand? Please keep in mind that I am asking this for the regional-level. For national competitions, I will most definitely find ways to obtain the equipment.
