What would be the minimum speed/velocity for an arm (yes, an arm;flesh and all that) to have enough air friction to light the air on fire? This is assuming that the temperature is 26.7 degrees Celsius and the pressure in the atmosphere is 1 atm.

The earth's atmospheric air simply doesn't have enough fuel to burn by itself.
These kinds of investigations on humans and animals are not allowed by any Science Fairs.
If you were to attempt to investigate a balsa wood model airplane, you would likely have a problem with the model coming apart before it would catch fire.
