rubberband boat propeller

can some one please help me find out how to make a rubberband propeller for a boat. ive looked every where and cant fin any info
do you want the propeller to be underwater? If you want it to be in the air (above the boat), which is actually easier to do, you can use a rubber band powered airplane propeller. They are especially effective with a lightweight balsa wood boat.
Please respond and tell me if this will work or you want more/different information.
