The simple answer is because they are! Different liquids have different physical properties, volatilitiy is just a physical property.

All liquids evaporate at any temperature. Some evaporate slower than others. It is only a matter of comparison. Water is more volatile than, for instance, corn oil, but ethyl alcohol is more volatile than water when the three liquids are compared at the same temperature. Raising the temperature will increase the volatility of all three liquids. For more information look up Vapor Pressure Curves of some liquids. I hope this helps.
