I am uncertain how to answer your question because I cannot perceive what it is you wish to study. I did some google searching on the possible relationships between radio waves and locusts. The only link I could find is the use of sattelight sensing data to track and predict locust migrations. Is that close to your area of interest? It appears locust predation on crops is a very serious problem in a number of areas of the world, and the prediction and tracking of outbreaks is a problem of serious interest to many countries. The use of sattelights to detect and track conditions favorable to outbreaks seems to be getting serious attention. A science fair project on this might be quite interesting.
But I am guessing this was not what you wanted to do. Therefore I suggest you read the Science Buddies Project guide, particularly the section on the Science Fair Project Question:

After reading that and thinking about what it says, try to write down in one sentence using only words you understand exactly what it is you want to study or understand. When you have done that, and only then, you can try to think of a catchy title. Just be sure you understand the words you use and be able to explain them to your panel.
