New Problem...
Upon writing all my procedures i realized i have over 4 pages of them!! Do you have any suggestions as to how I can put them on my board in an organized manner? Is it worth placing 2 boards on top of one another?

Congratz on making it this far!
I met the same problem when designing my first science fair board. What I did was I ended up putting the 4 page procedure in my research paper which I placed as supplement material in my booth, but for the board I fit the entire procedure under 2 pages of large font (you can be very straightforward and general in the board's procedure here, no need for the technical know-how).
If it is an option for you, you can also consider making printed boards (special places that literally prints your entire board for you after you give them the layout). In printed boards, all the text is small, and judges don't seem to mind (especially at high levels). In that case, you may communicate everything

That sounds great.... My teacher seem to want me to just staple them together and put a border around them and glue them to the board(the pages flip up) is that an option?? I don't think mi madre will wanna pay 4 printing a board and I have already condensed them as much as my teacher said i can

I am almost DONE!! I put in 14 hours yesterday of last minute editing and putting boarders on everything!! Today I am gluing things on my board!!

District Science Fair this coming Friday...I've been told there are only 2 projects submitted in my catagory! The Top 3 go to the Houston Science Fair so that is really cool...on the flip side....I HAVE NO COMPETITION
