why do diffrent inks move diffrent armounts?

and if you cant tell me why how can I figure it out?

something to do with the rf vaulue?

Hello and welcome to the forums.

Have you tried typing "paper chromatography" into your favorite search engine? The first entry in mine was the Wikipedia page, which says:
Different compounds in the sample mixture travel at different rates due to differences in solubility in the solvent, and due to differences in their attraction to the fibers in the paper. The more soluble the component the further it goes.
