I am attempting to create a new floral preservative using artificial sweeteners, citric acid and a biocide. I have done my experiments with the sweeteners alone, and then the phase II with the sweeterners and the citric acid. Now I am looking to add a powdered biocide for the third phase. I am having trouble finding a powdered biocide.

That's a really interesting project, and it could be really useful, too. I did a Google search for 'powdered biocide' and did get some hits, such as this place - http://www.sterilex.com/solutions/Ultra ... iocide.asp
Have you tied to call them? i amnot sure if they can supply it to your school for this project, or if their target customer is a larger scale industrial manufacturer, but it can't hurt to call and ask. Their phone number is at the bottom of the page.
Another search to try is water treatment products, since that is actually how you will be using the biocide you purchase. See an example like this place - http://biosourceinc.com/default.aspx
Another thought is to find the actual chemical name of the biocide you wuld like to use, and then order it from a chemical supply, such as Sigma.
Since these chemicals could be hazardous,please have an adult assist you with selecting a biocide and ordering/using it!
