A soil horizon is a layer of soil with a top and bottom. Here is a page from one of the bibliography references of this project that has a picture and description of the soil horizons at that site:

If you need to research this kind of question in the future you can try entering the term you have questions about in the www.google.com search box and looking at the site the search returns. Here is an example for soil horizons:

I can understand how you were confused by the project writeup, as it did not seem to explain the term at all.
