Hi! I just wanted to know if a procedure has to be numberd,or stared,or can it be paragraphed?

An experimental procedure can be in many different forms. Since you will be using the written procedure to conduct your experiment, you will want to format it in a way that will make it easy for you to understand. Once you are typing a research paper, then you would most likely want to write it in paragraph form.
You may want to format your procedure as an outline!
1. Subdivide topics by a system of numbers and letters, followed by a period.
Example:
I.
A.
B.
1.
2.
a.
b.
II.
A.
B.
Hopefully that helps!
