Hi,
A great place to find information about how chlorine affects seed germination is on google. Use similar terms that you used here "Chlorine seed germination". A few experiments come up for the links, but there are more that discuss it further.

To add on to Jenny's post, I suggest you check out this really cool website from Ohio State University: http://ohioline.osu.edu/hyg-fact/3000/pdf/3085.pdf. It has a detailed protocol for experimenting with hot water and chlorine, and explains how to measure the seed germination after immersing them in chlorine. The pictures are also very helpful.
I also found a website that provides a bit more information on the factors that control the rate of seed germination: https://www.highmowingseeds.com/sb-fact ... seeds.html. It might come in handy when you're trying to evaluate the degree of chlorine's effect on the seed's germination rate in isolation from these other environmental factors.
