How to attach the balloons to the spoon?

Project Question: For the project titled "An Uplifting Project—The Buoyancy of Balloons", in the procedure, it tells us to attach the balloon to the spoon (step 3). However, it doesn't specify how it is that it wants us to attach the balloon to the spoon specifically, does it want us to use tape or use the ribbons? Furthermore, I also didn't comprehend what it meant by "Attach the balloons near the end of the ribbon, so that extra ribbon is not hanging from the spoon."

For the project that is titled "An Uplifting Project-The Buoyancy of Balloons", in procedure for step 3, it tells us to attach the balloons to the spoons. However, it doesn't specify how it is that we're actually supposed to attach the balloons to the spoon. Do we attach it with tape, with the ribbons? Additionally, it states "Attach the balloons near the end of the ribbon, so that extra ribbon is not hanging from the spoon." Yet again, I don't comprehend what it is trying to tell us to do. Please explain! Thank you very much! :)
(This project is due on April 3rd for me and I'm still yet to buy the materials for this experiment. My project question is "How does temperature affect the lift decay of a helium-filled balloon? <--- I made a lot of mistakes during the registration due to confusion, I apologize for the confusion I may have caused)

Yanji - I read the experiment procedure and my interpretation is that the balloons are tied to the spoon using the ribbon, and that it should be tied close to the end of the ribbon, so excess ribbon is not causing a problem as the buoyancy is measured. Nothing tricky, just keep it neat. The masking tape is only used to label the balloons.
