Ask specific questions about preparing for a science fair, such as: judging, how to set up your display board, preparing a presentation, preparing for questions...
i need to know what is a human endorsement and what is safety? i am setting up my final project and i have to have the 1. abstract, 2.human endorsement, and 3. safety stacked together. i don't know what human endorsement and safety pertain to.
Hopefully both human endorsement and safety are explained in the guidelines for the science fair you are entering.
If not, I would imagine that human endorsement and safety are relevent only if your project somehow experiments with humans, in which case generally science fairs will require you to provide additional paperwork that shows that you are following strict safety rules or that an advisor is in charge of safety.

If you do a project risky to you, those around you, or your experimental subjects, it won't be allowed.
I would presume that a section on safety would talk about any risks associated with the project and how you managed them. For example, if a project required working with acid, you'd want to mention how you prevented anybody from getting burned by it.
