My question is: how do kp values affect IGP delay? I know that the independent variable is what I change in the experiment, but I have no control over
IGP delay or Kp values. I think that my independent variable could be the times that i recorded data because the times that i chose are the same times that kp values are updated. I think my dependent variable is the change in IGP delay. Am i right?

While you are correct that the independent variable is normally the thing that you change, this experiment is just a slight bit different in that you are trying to relate solar activity with signal delay. In this case a change in kp value is your independent variable and IGP delay is your dependent variable. Even though you physically aren't changing the Kp value you are tracking the change and the corresponding change in delay.
By the way, you should take measurements at the same time each day to show consistency.
