I would like to ask you what I would need to know for this project. Don't give me specific details; I just want broad topics, and I'll do the rest of the job myself.

I would also like to know more about the engineering project design.

You might start researching a project on carburetors by investigating what job/purpose carburetors do in car, how they are typically designed, and what materials they are made out of. I suspect the answers to these questions will get you on the right track to engineering your own.
