Does the tittle of the projcet have to be in a question form?

The title does not have to be a question.
If you are making a display board, the title should be "attention-grabbing."

I think Hirammuzamal or whatever his name is, he is wrong.
If you go to the web site he said you will look at the display that has a question!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

Hiramuzammal is correct: the title does not have to be a question, and generally speaking, titles are not questions. On the "project display boards" page, there is nothing that says the title has to be a question. Rather, the question is something else entirely which serves as the guiding purpose of the project.

If your teacher wants your title to be a question then, in the interest of keeping your grade/self-preservation/etc, go ahead and use a question as your title. However, realistically speaking, titles do not have to be questions.

There is no rule that says that a title must be stated in question form.

Different teachers and fairs have different rules. If your fair or your teacher says to have your title be a question, than make your title a question.

If your teacher or fair doesn't care if your question is a title, then do what you feel is best. I've seen projects will both types of titles succeed at the top science competitions.

The important thing is that your title pertain to your project. Many special awards judges decide whether or not to judge your project based on its title.

You should keep in mind the following:

Choose a catchy, attention-grabbing title that accurately summarizes your research. The title should be big and easily read from across the room.

Terik is correct and while it is not a hard and fast rule that your title be in question format if your teacher requires it or suggests that you format it that way then you should follow their instructions.
