The question is your starting point to describe WHAT you are doing. The purpose describes WHY you are doing it. For example, if you are doing a project where you take samples by swabbing doorknobs, toilets, hands, etc, and then grow the microorganisms in a broth, or on agar dishes, you may answer a question such as 'which surface contains the most microorganisms?
Then if you describe the purpose for doing this project - you will explain that microorganisms grow on many surfaces, some can make us sick, etc. So the purpose is to explore which surfaces have the most microorganisms, because handling those surfaces can get germs on our hands, and into our body, where they have the potential to make us sick.
Does that help? Understanding your purpose for doing a project is important - and we usually connect the purpose to something important in our lives.
