Generally speaking, gamma rays are photons with frequencies greater than about 10^20 Hz or, roughly equivalently, energies greater than around 1MeV.

There's no real limit to how high a frequency/energy a gamma ray can be, except for any physical limits there might be having to do with how energetic a photon it's possible to create using physical processes known to man.
