Hello, so I have been pandering this idea for awhile now. I'm not so sure where to get the result I need so here it goes.

Based on your description, it sounds to me like this is something very similar to a vortex tube.
Please take a look at the following URLs and see if these materials can be of help to get you started:

Unfortunately, I am not sure that you can use water directly with this concept since you can't really compress water. (not under normal conditions anyway)
