Experimenting with water

Hello, so I have been pandering this idea for awhile now. I'm not so sure where to get the result I need so here it goes.

I have a cup that I want submerge to water level so water comes into the cup at a fast rate but water leaves the cup faster then it comes In I would like to base it on a water turbine technology any light anyone can provide would be greatly appreciated Thankyou

Hi Brainstrom,
Based on your description, it sounds to me like this is something very similar to a vortex tube.

Unfortunately, I am not sure that you can use water directly with this concept since you can't really compress water. (not under normal conditions anyway)
