Can anyone explain to me what it means by accumulation under open circuit potential prior to square wave voltammetry?

Can you let us know the context / where this statement come from please?
In purely electrical terms, this statement just means that you put the circuit in an "open circuit" condition and let whatever chemical you are trying to accumulate do so because of the electrical fields. After that accumulation period, you put the meter on and you now have a "closed circuit."
