Can you explain to me what is this project suppose to explain me? Also how would we measure the difference ii this experiment? Is there a better wiring diagram for this project

Can someone explain to me where the leads go to my bread broad to power up my light to voltage converter, but now the converter it becomes hot. How would I explain this project to others. Since I'm supppose to have measurements how would you measure the project
