Multimeter causing power to flicker

Multimeter causing power to flicker

Cousin tapped the two ends of the multimeter together and it caused the power in the whole house to flicker on and off. Everything. The multimeter wasn't connected to anything, he just touched the metal tips together and that's when the power messed up. Why did that happen?
