Would a proof of concept be acceptable to participate in the science fair and maybe qualifying for isef?

A “proof of concept” refers to a study in which evidence is gathered to indicate feasibility of an idea. This might fit with an engineering project. You might want to review the engineering project guide:

I suppose that a proof of concept might be constructed as a testable hypothesis. If so, this might fit with the science project process as well:
